Towing depots pay a fee to be included on the roster for each vehicle they wish to participate. The number of fees they pay determines how many jobs they are allocated. The number of jobs allocated to each depot is published monthly and freely available for anyone to peruse. His insinuation that there was some government conspiracy lined the pockets of a select group some tow truck drivers at the expense of the unfortunate accident victims is utter, utter, nonsense.
