As others have mentioned, the "Towing Directorate" which controls tow
truck licencing has a system in place called "Accident Allocation". Any
vehicle involved in any form of collision (Anything from hitting a pothole
or rock, to a full blown multi-vehicle pile-up) that is within 2 kms of
the original accident scene can only be towed by a commercial towing
company if that towing company has been allocated the job. It is illegal
for another commercial towing company to attend and tow from an accident
scene. The costs are fixed rates, regardless of the company that gets the
job.

All accident towing licenced companies get a series of allocated numbers
on a rotating system. When an accident tow is required the system selects
the next allocation number close to the scene (There's a requirement that
allocated trucks get to the scene within 30 min from when they're called)
and the corresponding depot gets called out.

The whole system was put in place to stop the towies fighting over the
jobs and acting like vultures, parked at black spots waiting for prangs.

This applies in Melbourne metro, as well as the Mornington Penninsula and
Geelong.

If you have driven or towed the vehicle more than 2 kms from the scene
(and remember in Victoria it's illegal to tow with a rope), then you can
employ any commercial towing company at whatever rate they decide to
charge.

the tow being knocked back. He would now have a fight on his hands to get
his number reassigned/credited to him from the Directorate. That's why he
would have argued the point in a desperate bid to not lose his number and
lose out on getting paid for his time.

The 2 km radius from the scene is for the "controlled area". Also, the
first 8 kms is usually calculated from the attending depot, not from the
accident scene.

At the time of my incident, I was stopped directly outside the towing firms
office,
I went in and enquired about being towed home, that is when I got all the
information from the manager, the girl behind the desk and the towie and it
all corresponded with each version.
I will add here, for the ones who cannot see the wood for the trees,
