I'm assuming it is indeed a clerical error. I'm also assuming Hertz
France won't be as accommodating as Hertz US.

Well, I called Hertz UK as these were the guys I booked the non-upgraded
vehicle through. Speaking to their customer support lady, I did get the
impression that I wasn't the first person that week to have this
problem.

I called them on a Monday morning...

That wasn't my experience with an Italian ticket. I got the bill for
Hertz supplying the details and then I got the ticket directly from the
Italian plod, which I promptly ignored. Didn't hear another thing.

A neat way of making money. Take a few quid from everybody for a couple
of weeks and then refund it without quibble. I wonder how much interest
that earns them? Especially as everybody must be some tens of thousands
every day. I don't suppose the credit card companies mind too much
either as they will charge a penny or three on each transaction
whichever way the money flows.
