I've read numerous reviews of things like that & none of them seem to

A neighbor had a barking dog problem and they cut its vocal cords. Now
the dog makes this bizarre pathetic squelching noise. Unnerving, but
much better than the barking.

I thought the MP3 algorithm worked in part by stripping out all
frequencies inaudible to the human ear. This could be a problem...
