I am seeing news reports with large numbers of people milling about saying "we need help". And also (apparently) large numbers of dead bodies that are going to cause disease. They don't have shovels? You get that in any disaster , most people wait to be told what to do its the way we are conditioned , in Haiti the whole government structure has collapsed (it wasnt that effective prior to the quake)
