Don't know about the worn out tread, but my neighbor, who happens to QA
highway construction, gave me the answer.
When they do asphalt they lay down what they call a tack layer. It helps the
asphalt adhere to the road bed. Problem is when the pavers lay down the
asphalt, their tires pick up about half of the tack layer. They go merrily
down the highway heating those tires up and hit a red light and the tack
layer, now liquefied from the heat of the tires puddles at the intersection.

Many truck stops have rubbers pile up beside the road.
