I wouldn't have a clue about averages but one of the consistent whinges
common to the gummint back benches and opposition parties is the sheer
amount of legislation going trough.

Yes, it should be discouraged - but I don't think this is the reason why
it's being considered.

Well, it will be a very easy way to raise cash - especially if the
'minor' offence becomes a fixed penalty notice.
