It appears that this trails lies in a protected area (it is a "Site of Community Importance", http://en.wikipedia.org/wiki/Site_of_Community_Importance). In my experience, if those guys are caught by Forest Service officers or people (hikers, mountain bikers) complain that they have met bikes on that trail, it is possible that stricter control takes place in that area, preventing local riders to go in places where riding is not legal but somehow tolerated.
