I talked to a few guys who live in that area. It appears that this
trails lies in a protected area (it is a "Site of Community
Importance",
http://en.wikipedia.org/wiki/Site_of_Community_Importance). It seems
to be also (but I could not find confirmation to this) a World
Heritage site because of the presence of petroglyphs dating back to
Neolithic. In short, is not a legal trail to ride (I would add it is
not a _wise_ place to ride. I wonder what are you supposed to do if
the trail is interrupted because of a landslide or something else, and
you need to go back, but this might not be a problem for others).

In my experience, if those guys are caught by Forest Service officers
or people (hikers, mountain bikers) complain that they have met bikes
on that trail, it is possible that stricter control takes place in
that area, preventing local riders to go in places where riding is not
legal but somehow tolerated. As usual, everybody pays for the mistakes
of a few

Or a bike (or bear, or pissed off drunk, or Hitler) coming the other way.
