The United States has less than 5% of the world's population but it has over 23% of the world's prison population. The prison population in the US exceeds the total population of many small countries such as Gambia, Estonia or Mauritius. The money involved in running prisons in the US exceeds the entire GDP of many countries. The prison guards' union is one of the most powerful political forces around. "3 Strikes" - the law that says after 2 felony convictions, a 3rd conviction (of any sort) will put you away for life without the possibility of parole - has created an explosion in the number of prisoners. California spends ~10% of its budget on prisons, as much as on higher education. And the crime rate has not decreased much at all. Recidivism has actually increased. It's insane for the "land of the free" to incarcerate more and more of its citizens every year, at so much cost, with so little to show for it. And there's a steady clamor to get tougher on crime. FWIW, the traditional trade in prisons is making license plates. (bringing it back OT) |
