I don't know how to evaluate your statement.

I think the issue is that I have no experience cruising for tubesteak, so I
don't know what the norms are.

My understanding is that the tubesteak crowd is quite promiscuous, so a
public restroom makes sense. For the tuna crowd, you might actually want to
know the gal's first name or take off all of her clothing (rather than just
pull down the trousers), so a more private setting makes sense.

I used to have a tubesteaker as a tenant in Detroit. He told some stories
that were a bit shocking, even to me. Like going to a restroom in the
basement of a nearby university building and putting little peewee through
the hole in a stall separator and letting the stranger on the other side
perform services. The norms seem to be a bit different than the tuna crowd.
