While running, loosen both locknut and bolt on the back of the cylinder.
Tighten the bolt, then tighten the lock nut.

Barring that, don't go wild. It's not a head bolt. I'd tighten to about
the same torque as used for a side cover. Not as tight as a rim lock. I'm
sure that some bespectacled Honda engineer came up with a torque spec 30
years ago. Learn to trust yourself on these things.

If you are tightening away and the torque starts to decrease, simply go back
to the point where it was last firm. ;-}
