While running, loosen both locknut and bolt on the back of the cylinder. Barring that, don't go wild. It's not a head bolt. I'd tighten to about the same torque as used for a side cover. Not as tight as a rim lock. I'm sure that some bespectacled Honda engineer came up with a torque spec 30 years ago. Learn to trust yourself on these things.
