I heard it's something like "no smoke to be visible 10 seconds after starting engine". I tried the RTA website, but couldn't find anything. Jordan

That sounds about right. I'm pretty sure the no smoke 10 seconds after starting the engine is the rule (of thumb?) in Vic. Nev.. '08 DL1000K8

I suspect for non-diesels/small vehicles..if there's any smoke visible then that's a fail. " J1.3.5 Exhaust Smoke Trucks must not emit visible smoke for continuous periods of more than 10 seconds (Protection of the Environment Operations Act 1997). " Sounds like a call to RTA or local mechanic to find out.
