Front fog lamps possibly but on motorway driving in poor visibility I
use dipped headlights and a rear fog light mainly because I do not want
to be rammed up the rear by an artic. There is also the point that I
have found that in thick fog I can see better on dipped headlights than
on full beam anyway. the whole point of front fog lamps is that they
should be mounted low enough so that back scatter does not affect the
driver.

That happened to me once.

Although I'm not totally sure it was a badger. It might have been a
penguin. It was going pretty fast.
