I asked mine if anyone ever failed, and he told me the sad tale of a young lady who had borrowed her boyfriend's 'nicer' bike for the test and hadn't been able to kick start it. So I guess they had *some* standards. It seemed to be SOP in country towns with no motorcycle cops. I was told that if the applicant wasn't known to the copper, they had to ride to the other side of town[1] call the copper from a public phone box and read out the code number scratched on the wall.
