Hmm,that date for compulsory retro fitting must have been post 1980 then as I acquired my Minor with an MOT in 1980 with no belts fitted. I had to retrieve a set from another Minor at the breakers yard. Akkshirley, thinking about it when I learned to drive the wearing of belts was not compulsory, however I fitted them to my Minor as I was a safety nazi. -- nothing relevant
