No, but he wrote it (screenplay), starred in it, and got someone he knew
to direct it.

His first film, Resevoir Dogs, had no publicity money. It was made on
$1.5 million, which is buttons for a feature film.

Pulp Fiction only had a budget of $8.5 million, and it's first opening
was at Cannes, where it won the Palm D'Or - after that, it didn't
*need* a PR effort.

His latter films have had full PR launches, generally to average
reviews, but the first two, which made his reputation were a)
genuinely innovative and critically acclaimed, and b) didn't have a
big PR effort.
