Well not to counsel to an offense or anything, but why didn't he buy the worst old wreck of a beater he could find of the same model (whatever an "SUV Motorbike" is) -- blown motor, no wheels, whatever -- just to get a frame with a serial number and papers -- then register that one and then "requisition" all the shiny new parts he needed.
