Well not to counsel to an offense or anything, but why didn't he
buy the worst old wreck of a beater he could find of the same model
(whatever an "SUV Motorbike" is) -- blown motor, no wheels, whatever --
just to get a frame with a serial number and papers -- then register
that one and then "requisition" all the shiny new parts he needed.

Probably for the same reason workers in the "Land of the Free" can't
even afford health care.

I can...I earned mine. Many many years of work and otji gets me health
care for life.
