Not sure the pillion accommodation really hits the mark. It certainly
meets my second requirement, though.

I have one of them in the garage at the moment - MOT'ing it for a
friend. Similar in some ways to the Nordwest but a *lot* more oomph. It
feels like it will bring the front up in every gear, but I'm much too
much of a girl to try.
