It doesn't apply to anything flying under Visual Flight Rules. This evening I saw a Cessna 152 turning onto final approach to Luton. I bet >it's been a while since that happened. All day long the news has been saying that all commercial flights had been grounded. No mention at all of non commercial traffic. Also small private aircraft fly slower so they are less vulnerable to windscreen etching and have piston engines which are less likely to be damaged than turbines.
