Question regarding "charters".

Here is a direct quote: " XXXX and XXXX are said to be part of a motorcycle charter, while XXXXXXX and XXXXXXXX are part of a different motorcycle charter, according to authorities. Authorities are not connecting the motorcycle charters with the shooting at this time, Grissom said." I've never heard a motorcycle club referred to as a "charter". Is this a case of a news reporter's ignorance or is it mine? Greasy
