CLI is your friend.

I ignore any calls that either I don't recognise the number or show
up as International or Withheld.

If it's an important call they can leave a message.

Windows 7 "Virtual XP" mode is your friend for doing things like this.

Download their exe in a virtual XP machine, run, annoy irrtitating plebs
for as long as you want, uninstall Virtual XP, reinstall, absolutely no
trace of their software and no danger that it can access anything on the
Win7 machine (so long as you turn off drive sharing, obv.)
