How 'bout allowing demand and supply make that decision?

Until automated machines and robots replace them, their employers
decide who to hire.

What you describe as a "mestizo" is what we call a "cholo" in
California.

And the ancestors of the modern Spanish elites in both Mexico and
Spain are of French, German and Austrian descent.

The conquistadors (Cortes, Pizarro, Balboa, etc.) were a different
kind of mestizo.

They were the descendants of Roman soldiers who retired to farms in a
desolate part of Hispania that was called "Extremadura" because it was
such harsh land.

The olive complected peoples of Spain are the descendants of Greeks,
Phoenicians, Gypsies, Arabs, Jews, Moor, Turks, amd Negros and these
peoples all combined to make a particularly nasty brand of mestizos
that Ferdinand and Ysabela sought to eradicate from Spain during the
ethnic cleansing that began in 1492.

These mestizos were allowed to emigrate to the New World if they
converted to Roman Catholicism or they were sent there as convicts
when the Spanish prisons were emptied out...

The Mexicans and South Americans have been peddling that propaganda to
impressionable youngsters for at leat 60 years that I know of.

Citizens of the United States of America call themselves "Americans"
because
"United Statesians" is awkward.

And Hispanics/Latinos who call themselves "Americanos" are technically
correct in that their country is on one of the American continents.

But that certainly does not nullify the intent of the Founding Fathers
to create a nation for their WHITE posterity, i.e., their OWN
descendants.
