Criminal law is one thing- civil law is quite another. we could not do it
in the UK but they are going to the small claims court and getting away with
it, give it a run if you want.

Well yes, the assumption being that we aren't riding them on operational
duty until a senior officer puts his name on a piece of paper covering any
life changing incident affected by official issue kit.

If you ever had experience of military or public service you would
understand my point. They issue the kit -they stand over it !!
