Well, that's easy. You find the person they stole the rope from,
prosecute them for failing to keep it securely away from children, and
then hang them with it.

I happen to have contact with a two striper in the bridge building bit
of the army so I asked him why he wasn't doing it.

Two things apparently. First they would but all their helicopters are
being used to kill ragheads and they have none to spare for domestic
emergencies and second there is the trauma they are getting over what
prevents them doing anything but writing letters to the Sun.

I have a feeling he wasn't being entirely serious with his reply.

Can't be _all_ of their egg-beaters because two CH-47s pass overhead on
a regular basis.
