I don't think it ever did.

After all, it'd be legally dodgy if you were taking a fooked old bald
wheel & tyre to the tip - especially if you had no spare. Also, what
would the legal situation be after you'd swapped a flat?

It's always been the case - perhaps sensibly (unlike now) the Law back
then didn't presume to do you for something you haven't done.
