I really don't understand why they don't do this with new builds. It
seems incredible to me that it is not a standard.

Especially seeing as they're digging the hole anyway, right? So digging
it a bit deeper and then fitting some pre-fabbed concrete walls
couldn't be that much more expensive.

We seem to build far too many houses within the extended floodplains of
rivers these days - so it's highly likely this can't be done as they'd
be digging into sodden ground.
