Got any walls up yet, or is it still just one big hole? But yes, if one's doing a new build, it seems ridiculous to be thinking of these other solutions rather than just a full-on cellar. Go with the French approach where the garages form part of the cellar space and you don't even need a huge US-style footprint for cellar+garages+living space.
