Given that the Vichy French seem to be taking over I expect it's only a
matter of time anyway.
It would be so simple to reprogram their billing system such that it gets
progressively more expensive at the toll booth depending on how quickly you
have travelled.

Only if all the toll booths, and the several motorway operators,
implemented a timed, synchronised and calibrated system. Be expensive
to do, and not likely to happen anytime soon, unless they were allowed
to keep the fines themselves...

They only need to mention The Children and you have a ready made
justification.
It only needs to be done at the cheap, easy and obvious sections after all.

I'd bet a ton that some buzy little bees are working on such a thing.
