One can understand that there might have been a shortage of carbon
paper
and no mimeograph machine available so that all the copies had to be
typed individually by my than one typist.

It's harder to understand why the copies of the protocol would be
typed on plain paper with no official letterhead.

This has been pointed out previously.

Would be nice if he could go for the round hour. Or at least try.
