You're mixing two things here: - Some Autobahnen do have a posted speed limit as you say, especially around built-up areas - There has been an 'advisory' top speed of 130km/h for decades and some inswearance companies _in Germany_ have used this as a weasel clause to get out of paying out on accidents where people were driving a lot faster. That however only applied to the fully comp part of the insurance as I don't think they can weasel out of the third party part.
