The base I worked on required vests for a while but reason prevailed and
that was changed to 'a brightly colored vest or jacket'. My Harley
orange/black leather jacket and red textile and red mesh jackets were all
satisfactory. I still use them.

I was always under the impression that the military required wearing
of the conspicuity vest while on base; I was not aware that they
dictacted what personnel wear while riding a motorcycle off base.

They didn't (ie, only required on base) and I'm sorry if I gave that
impression. Some people would stop at the gate and put on a vest then stop
to remove it when leaving. Seemed dumb to me so I wore it to/from home.
Meanwhile, if a sailor did a no-no, (s)he was punished by having to wear an
orange vest and be escorted everywhere, so the base commander quit making
riders wear the same vest and just required something brightly colored that
satisfied military dictates. There is a DoD directive on it but I don't
have the cite at hand.
