an exageration I'm sure. Funny thing though Washington state is a open
carry / shall issue state as is Montana, there are others and I'm sure
you'd be surprised at the states that are and are not that way.

Not really. Ca. is a 'may' not a 'shall' issue state so only the
'connected' get permits.
