Many, many years ago I heard it was the IF of the RF receiver, which
assumes that all TVs use the same IF, which AIUI was a reasonable
assumption. Mind you, I think there are new receiver technologies
nowadays.

In the very early days they used to monitor the HUGE em pulse given off by
the collapse of the magnetic field in the scanning coils during line
flyback time.

And they don't use coils like they used to either but you can be sure they
still look for line flyback in whatever it is they are looking for.

Natalie certainly used to at least as attractive as Kylie (and much
more to my personal taste, too). My ex-gf used to know her, and said
that she literally stopped traffic when she walked along Notting Hill.
