One full cycle of the lights that *are* changing. Pretty simple, to
my simple way of thinking.

It's been known to happen. Anyone who has a light in their
locale which is notorious for not detecting motorsickles should
bring said light to the attention of your local traffic-control folks
in the city gummint. Many of them WILL get out and at least
try to fix the situation. There are standards for this sort of thing
which are at least intended to ensure that a few hundred pounds
of metal in the loop is enough to trigger the system.

If it's one of these big complicated intersections with a dozen lights
or a big city intersection where you can see the lights a block down the
street, that's fine, but how about in small towns where there may only
be one light in sight?
