The main reason is that its a very profitable business. The companies that
build and run the prisons make major profits. Part of their profitability
is because all of their prisoner workers are full-time, they never arrive
late and they are never absent because of family problems. If they don't
like the pay of 25 cents an hour and refuse to work, they are locked up in
isolation cells.

The idea is perfect, only the penalty is incorrect. And the remaining Cons
can use the ashes as a fertilizer on the crops they grow.
