So, to use Ginge's analogy, you don't expect the UK govt to maintain
and improve roads, including building new roads, because some people
drive 'dodgy' cars (be that stolen, uninsured, unroadworthy,

Here in NL, the act dowloading anything other that software is entirely legal.

If you say so. Every implementation I have been inflicted with has been
terrible. And gets worse as the connection gets worse.

VNC is pretty poor as well, though, for anything more than basic admin.

I've had quite a lot of success using vnc to access EDA tools remotely
on slow connections. Saying that, occasionally it is unusable due to the
latency but then the whole internet experience is goosed when your
connection is that bad.

Although now tend I to use an NX server at the company gateway and
connect using an NX client. You can then run RDP or vnc sessions within
it and this works extremely well, even with very slow connections.
