The officer was already in adrenaline mode because of (a) the motorcycles
peeled out, seemingly in an attempt to elude/flee, (b) one motorcyclist lost
control and skipped a curb, also reinforcing in the officer's mind that
there was some attempt to flee, and (c) the motorcyclist who was shot had a
concealed right hand and began to turn and bring his arm back.

These situations (regrettable shootings) are unfortunately commonplace. For
example, there was the Diallo shooting

It really had similar circumstances. You had officers on edge and some
movements that they considered threatening.

And then you have incidents like the Iranian Airbus downing:

where it is probable that the crew of the Navy ship saw what they expected
to see, once they reached a certain state of mind.

I don't know what the right answer is. We already do a good job in police
officer selection and training.

I'd like to say that the guy who got shot brought it on himself. But,
looking at the video ... his actions were not threatening at all. He really
could not have foreseen that the officer was in that state of mind.

These situations are so gray.

Uh, yeah it was. JUST based on that video if I were on the jury
(whether or not I was a motorcyclist) I'd convict him...

I think about the times I've been pulled over and I KNOW I have turned
around in a similar fashion to the victim.
It's pretty hard to turn your head all the way around like an owl, I know my
arms have moved...
Seeing his leg not moving and still on the bike made me feel like puking.
So in this case an unsafe acceleration, or display of speed caused the cop
to shoot someone...
That cop deserves to go to prison for attempted murder.
