The instructions that came with my kit said to use the friction shoe from
the old unit, and to slip it onto the point of the adjuster screw ... There
was no adjuster screw, and the old one didn't fit. The owners manual
implies that models w/ cruise don't have em, and the current crop of Ultras
don't have em.

So, there ya go ...

A small dab of silicon sealer works real well and is easy to remove should
the need ever arise. The only reason I can see for sealing the hole is maybe
to not squirt some water up into the housing while washing the bike (damn
unlikely).

I must say I'm a little surprised that a 98 FL has a mechanical speedo. My
97 FLHRI read off the transmission. Maybe something to do with the FI.

Interesting. I have the parts book for that year, so I just looked it
up. Apparently, in '98, the FLHR has the transmission pickup (just
like yours), while both the FLHTs and FLTRs still use the old
mechanical unit.

The parts book also has the cruise control unit in there and the code
beside it says it is only for the FLHTCUI model.
